Indian Government Entities Targeted by Pakistani-Linked Cyber Campaigns Using Novel Techniques

Indian government entities were targeted by two cyber campaigns conducted by a threat actor operating from Pakistan, employing previously undocumented techniques. The campaigns, named Gopher Strike and Sheet Attack by Zscaler ThreatLabz, were identified in September 2025. While these campaigns share some similarities with Pakistan-linked Advanced Persistent Threat (APT) groups, they introduce new attack methods.
