Russian Government Proposes Amendments to Penal Code Targeting 'Droppers'

The Russian government has prepared amendments to Article 187 of the Criminal Code ("Illegal circulation of means of payment") to establish the liability of droppers. According to the proposed changes, droppers and their intermediaries face up to six years in prison, as well as a fine ranging from 300,000 to 1 million rubles.
