Employees Resistant to Multi-Factor Authentication

The author of the post is responsible for security operations (secops) for a managed service provider (MSP) and is facing challenges regarding multi-factor authentication (MFA) for a client that requires MS Authenticator to log into O365. Two employees are causing issues: the first one does not want to install the application on their phone, while the second one does not have a mobile phone at all.
