Russia is proposing a new rule that would require all foreigners in Moscow to install a tracking application on their phones. This app will collect information such as residential location, fingerprints, facial photographs, and real-time geolocation tracking. A similar initiative was implemented by Qatar during the 2022 World Cup, where moderators had full control over users' devices, including access to all personal content and the ability to remotely unlock devices.
