Description
Cisco is providing an update for the ongoing investigation into observed exploitation of the web UI feature in Cisco IOS XE Software. We are updating the list of fixed releases and adding the Software Checker. Our investigation has determined that the actors exploited two previously unknown issues. The attacker first exploited CVE-2023-20198 to gain initial access and issued a privilege 15 command to create a local user and password combination. This allowed the user to log in with normal user access. The attacker then exploited another component of the web UI feature, leveraging the new local user to elevate privilege to root and write the implant to the file system. Cisco has assigned CVE-2023-20273 to this issue. CVE-2023-20198 has been assigned a CVSS Score of 10.0. CVE-2023-20273 has been assigned a CVSS Score of 7.2. Both of these CVEs are being tracked by CSCwh87343.
Comprehensive Technical Analysis of CVE-2023-20198
1. Vulnerability Assessment and Severity Evaluation
CVE-2023-20198 is a critical vulnerability in the web UI feature of Cisco IOS XE Software. The vulnerability allows an attacker to gain initial access and escalate privileges, ultimately leading to the creation of a local user with root-level access. The CVSS Score of 10.0 indicates the highest level of severity, reflecting the potential for complete system compromise.
Key Points:
- CVSS Score: 10.0
- Impact: Complete system compromise, including the ability to execute arbitrary commands with root privileges.
- Exploitability: High, as the vulnerability has been observed in active exploitation.
2. Potential Attack Vectors and Exploitation Methods
The attack vector involves exploiting the web UI feature of Cisco IOS XE Software. The attack sequence can be broken down as follows:
- Initial Access: The attacker exploits CVE-2023-20198 to gain initial access to the system.
- Privilege Escalation: The attacker issues a privilege 15 command to create a local user with normal user access.
- Further Escalation: The attacker then exploits another component of the web UI feature (CVE-2023-20273) using the newly created local user to elevate privileges to root.
- Implant Deployment: With root access, the attacker writes an implant to the file system, potentially allowing for persistent access and further malicious activities.
Exploitation Methods:
- Web UI Exploitation: The attacker leverages vulnerabilities in the web UI to gain initial access.
- Command Injection: The attacker uses command injection techniques to create a local user.
- Privilege Escalation: The attacker exploits another vulnerability (CVE-2023-20273) to gain root access.
3. Affected Systems and Software Versions
The vulnerability affects Cisco IOS XE Software. Specific versions and configurations that are vulnerable include:
- Cisco IOS XE Software: Versions prior to the fixed releases listed in the Cisco Security Advisory.
- Web UI Feature: Systems with the web UI feature enabled are particularly at risk.
Recommendation:
- Check for Updates: Administrators should consult the Cisco Security Advisory for the list of fixed releases and update their systems accordingly.
4. Recommended Mitigation Strategies
Immediate Actions:
- Patch Management: Apply the latest patches and updates provided by Cisco for the affected software versions.
- Disable Web UI: If not necessary, disable the web UI feature to reduce the attack surface.
- Access Controls: Implement strict access controls and monitor for unauthorized access attempts.
- Network Segmentation: Segment the network to limit the spread of potential attacks.
- Intrusion Detection: Deploy intrusion detection systems (IDS) to monitor for suspicious activities.
Long-Term Strategies:
- Regular Audits: Conduct regular security audits and vulnerability assessments.
- User Education: Educate users on the importance of security best practices.
- Incident Response Plan: Develop and maintain an incident response plan to quickly address any security breaches.
5. Impact on Cybersecurity Landscape
The discovery and exploitation of CVE-2023-20198 highlight several critical issues in the cybersecurity landscape:
- Supply Chain Risks: Vulnerabilities in widely-used software like Cisco IOS XE can have far-reaching impacts, affecting numerous organizations.
- Zero-Day Exploits: The presence of previously unknown vulnerabilities underscores the need for proactive security measures and continuous monitoring.
- Privilege Escalation: The ability to escalate privileges from a normal user to root highlights the importance of layered security controls.
