The American telecommunications system is too technologically fragmented to obtain a clear picture of threats and too vast to completely eliminate all espionage attempts. According to experts interviewed by CyberScoop, it is unlikely that telecommunications networks can be totally purged of Salt Typhoon, a Chinese hacker group. This technological fragmentation complicates the detection and eradication of threats, making the networks vulnerable to espionage activities.
